Watertown Personnel Assessment

The Watertown City Council called for a comprehensive assessment of the City’s personnel functions in 2022, and in early 2023, the City engaged the consulting firm Raftelis to lead that effort.  The resulting report includes 23 recommendations focused on leadership and departmental operations; recruitment and retention; organizational development and culture; and effective and efficient workflows. Foundational to the report’s recommendations is the conclusion that Watertown must shift its approach to human resources from being largely transactional to being a strategic organizational function that ensures the City has the workforce it requires to accomplish its objectives.
