IFB 2026-14 
DEXTER AVE AND TEMPLETON PARKWAY ROADWAY CONSTRUCTION 

In accordance with M.G.L. c30 §39M, the City of Watertown is soliciting bids from qualified contractors to perform Roadway Construction on Dexter Ave and Templeton Parkway. Qualified contractors are requested to submit their proposals to the Procurement Department, Watertown City Hall, 149 Main Street, Watertown, MA, in accordance with the instructions contained within their Invitation for Bids (IFB). 

Bid Documents will be available electronically online starting on Tuesday June 24, 2025 at 10:00 AM at no cost by completing the registration page on the City’s website at https://watertownma.gov/Purchasing. Scroll to the project title and select the link located at the bottom of the project description to request a bid package. 

Proposals must be delivered in person or by mail to The City of Watertown Procurement Department located at 149 Main Street, City Hall, Watertown Ma.02472. Electronic copies will not be accepted. All proposals must be received by 10:15 a.m. on Tuesday, July 15, 2025, to be considered. 

Mass DOT Prequalification of contractors with the class of work “Highway Construction” at the appropriate dollar threshold is required. The estimated value of this contract is $615,000. 

Each Bid must be accompanied by a bid security consisting of a Bid Bond, Treasurer’s Check, Cash, Cashier’s Check or Certified Check issued by a responsible bank or trust company in the amount of 5% of the bid price. 

Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. 

The City of Watertown reserves the right to accept or reject any or all bids, to waive any informality contained therein, and to award the contract as determined to be in the best interest of the City. 

The City of Watertown may cancel their IFB or reject in whole or in part any and all proposals, if they determine that cancellation or rejection serves the best interest of the City of Watertown. ORDERED : That the sum of $5,778,000 is appropriated to pay costs of renovating Parker Annex, including masonry costs, fire suppression system installation, second floor renovations, and ADA update requirements, including all other costs incidental and related thereto; and that to meet this appropriation, the Treasurer, with the approval of the City Manager, is authorized to borrow said amount under and pursuant to M.G.L. c.44, §7(1), or pursuant to any other enabling authority, and to issue bonds or notes of the City therefor.

1st Ordinance

WHEREAS, Section 2-7(e) of the City of Watertown Home Rule Charter provides that the City Council may, by ordinance, provide a salary for the City Auditor.

NOW THEREFORE BE IT ORDAINED, that the City Council of the City of Watertown hereby establishes the City Auditor’s salary as follows:

Effective July 1st, 2023 (Fiscal Year 2024), $130,000 per annum
Effective July 1st, 2024 (Fiscal Year 2025), $145,000 per annum

2nd Ordinance

WHEREAS, Section 2-7(e) of the City of Watertown Home Rule Charter provides that the City Council may, by ordinance, provide a salary for the Municipal Policy Analyst.

NOW THEREFORE BE IT ORDAINED, that the City Council of the City of Watertown hereby establishes the Municipal Policy Analyst’s salary as follows:

Effective July 1st, 2024 (Fiscal Year 2025), $75,000 per annum
